Condensate is the other consideration: a coil up there makes water above finished ceilings, so the primary drain, the secondary pan and the float switch all matter more than they would in a basement.

The upper level is uncomfortable whatever the system does, because it is fed from the same trunk as everything else and governed by a thermostat on a different half-storey. Adding capacity does not correct that and usually makes the lower level colder. The real options are a distribution correction, a proper zone, or a ductless head serving the upper rooms.

The line set is not a detail

New equipment is not charged with the refrigerant systems from twenty years ago used, and the oil circulating with it is different as well.
